Although the number of websites was relatively small by 1994, many of the early sites were precursors to today’s popular services. The Massachusetts Institute of Technology, INRIA, and European Commission DG InfSo were among the first to develop web software. Other organizations, such as the Japanese Keio University, also contributed to the development of the Internet. However, by 1996, most of the notable websites had already become active. In 1997, the Defense Advanced Research Projects Agency (DARPA) launched the World Wide Web.
